Second Project Steering Committee (PSC) meeting of Women’s Empowerment and Political Participation in Khyber Pakhtunkhwa (WEPP-KP) project held at Planning and Development Department Khyber Pakhtunkhwa (P&DD-KP) under the Chair of Special Secretary P&DD-KP, Mr. Abid Wazir and attended by the Additional Secretary SW, SE & WED, Mr. Abid Ullah, Head of Aid Global Affairs Canada (GAC), Mr. Christopher Khng, Cheif Social Protection and Gender Mainstreaming (SP&GM) Section of P&DD-KP, Ms. Fazeelat Jehan, Chairperson KPCSW, Dr. Riffat Sardar, Senior Development Officer GAC, Mr. Arshad Gill, Team Leader WEPP-KP, Ms. Shabina Gulzar and other officials from P&DD-KP and WEPP-KP.

Ms. Shabina Gulzar gave an overview of the project’s achievements in its second year and presented the project’s third-year plan. GAC, P&DD-KP, and SW, SE & WED expressed satisfaction over the achievements of the WEPP-KP project and acknowledged its efforts for women empowerment in Khyber Pakhtunkhwa. Third Year Plan of WEPP-KP for the year 2021-22 approved by the Special Secretary P&DD-KP. Being directly associated with gender equality and women empowerment, the SP&GM Section of P&DD-KP has also been approved to be the stakeholder of the WEPP-KP project.

Launching of SP&GM Strategic Plan and Communication Strategy

On the request of the Special Protection and Gender Mainstreaming (SP&GM) Section of Planning and Development Department Khyber Pakhtunkhwa (P&DD-KP), Women’s Empowerment and Political Participation in Khyber Pakhtunkhwa (WEPP-KP) project with the financial support of the Government of Canada (GAC) designed 5-years Strategic Plan and Communication Strategy for the newly established SP&GM Section of P&DD-KP. The Strategic Plan will support the SP&GM Section in mainstreaming its functions and activities for the next 5-years (2021-25) for making the policies and plans of all the projects working under the Government of Khyber Pakhtunkhwa more gender-inclusive and a communication plan will support them in communicating the role and functions of its Section within government departments and public.

The Strategic Plan and Communication Plan have launched on 30th June 2021 by Special Secretary P&DD-KP, Mr. Abid Wazir, and Head of Aid Global Affairs Canada, Mr. Christopher Khng in the presence of Additional Secretary SW, SE & WED, Mr. Abid Ullah, Cheif SP&GM Section, Ms. Fazeelat Jehan, Chairperson KPCSW, Dr. Riffat Sardar, Senior Development Officer GAC, Mr. Arshad Gill, Team Leader WEPP-KP, Ms. Shabina Gulzar and other officials from P&DD-KP and WEPP-KP.

GAC Mission’s visit for consultation on women issues in different context in KP

Head of Aid Global Affairs Canada, Mr. Christopher Khng along with Senior Development Officer GAC, Mr. Arshad Gill visited WEPP-KP Office and convened the consultation meeting with the relevant personnel working in multiple professions and fields in KP that include BBC Contributor, Mr. Mehmood Jan Babar, Bureau Chief Aaj TV, Ms. Farzana Ali,  Project Officer UNDP, Mr. Ejaz Mustafa, Lawyer, Mr. Kazim Jan, Learning and Gender Specialist in GPP Project of World Bank, Ms. Sadia Khan,  Program Manager Hashoo Foundation, Ms. Nazra Bibi and Co-chair EVAW, Mr. Fida Jan regarding women issues in KP and upcoming challenges for women in KP due to the emerging different socio-political environment. All meeting participants participated and shared their experiences regarding women issues in KP both within the community and in the work environment. Participants also shared the prevalent issues faced by women in KP regarding political participation. Participants responded to the queries from GAC regarding the upcoming challenges for women in KP due to the emerging law and order situation in KP.

Validation Workshop for Finalization of Gender Mainstreaming Toolkit

Women’s Empowerment and Political Participation project in Khyber Pakhtunkhwa (WEPP-KP) with the financial support of the Government of Canada (GAC) drafted the Gender Mainstreaming Toolkit. The toolkit will guide Khyber Pakhtunkhwa Commission on the Status of Women (KPCSW), Social Welfare, Special Education & Women Empowerment Department (SW, SE & WED) and Social Protection and Gender Mainstreaming (SP&GM) Section of Planning and Development Department of Khyber Pakhtunkhwa (P&DD-KP) in identifying and addressing gender-related issues in Public Sector Management including program design and implementation and policymaking.

WEPP-KP conducted the validation workshop for discussion on the possible changes and amendments within the Toolkit before its finalization. Chairperson KPCSW, Dr. Riffat Sardar, Gender Specialist SW, SE & WED, Ms. Syeda Nudrat and Chief SP&GM Section of P&DD-KP, Ms. Fazeelat Jehan along with Team Leader WEPP-KP, Ms. Shabina Gulzar and Gender Equality Advisor WEPP-KP, Ms. Zuhra Luqman participated in the workshop. All the participants shared very important feedback and changes within the Toolkit that will be incorporated within the Toolkit before its finalization.

Annual Project Planning and Reflection Workshop

0n 13th April 2021, WEPP-KP arranged a project planning meeting for the project year 2021-22 and reflection of project years 2019-21 with its partners; SW, SE & WED, KPCSW and SP&GM Section of P&DD-KP. Secretary SW, SE & WED Mr. Zulfiqar Ali Shah, Secretary KPCSW Ms. Farzana Afzal, Chairperson KPCSW Dr. Riffat Sardar, Chief  SP&GM Section P&DD-KP Ms. Fazeelat Jehan, KPCSW Staff Members, WEPP-KP Team Members and Consultants for Workshop VTT Global attended the event.

MOU Signing Between WPC and KPCSW

WEPP-KP playing its role in strengthening its partnership and cooperation with women-related Government Departments for women empowerment and political participation of women in KP. Being working for women empowerment in KP, KPCSW needs to work in collaboration with WPC for identification and convenience in the revision of pro-women laws in KP. WEPP-KP on the request of KPCSW arranged a 2-days coordination workshop in October 2020 between WPC and KPCSW for their experience sharing and searching for areas of cooperation. In the same workshop, both agreed to sign an MOU for strengthening the partnership and cooperation. On 12th April 2021, WEPP-KP arranged an event for MOU signing between WPC and KPCSW. It will be very helpful for KPCSW for the revision and identification of pro-women laws in KP. The event receives massive print media coverage.

KPCSW Board Members Meeting

Board Members of KPCSW have been notified in March 2021. This notification was very important for WEPP-KP’s expansion of partnership for women empowerment and political participation in KP with KPCSW. On 1st April 2021, WEPP-KP arranged meeting among newly notified board members of KPCSW with the Chairperson, Secretary and Staff Members of KPCSW. It was the first official meeting between them and it was very helpful for their upcoming coordination and cooperation for KPCSW supported activities with WEPP-KP and other partners.

Training on Gender Responsive Provincial Development Funds, Processes and Documentation

KPCSW requested WEPP-KP to support the participation of KPCSW Staff Members in the 2-days Training on Gender Responsive Provincial Development Funds, Processes and Documentation on 22-23 March 2021. The event was organized by Shirkat gah NGO. As the subject of training was according to the mandate of both KPCSW and WEPP-KP, so project supported the participation of KPCSW staff members in the training. Topics covered in the training were regarding UN resolutions, SDGs, CEDAW, KP development funds and priorities and KP processes of documentation. 13 MPAs including KP Deputy Speaker and WPC Members attended the training. It will help KPCSW staff members in understanding the procedures and priorities of the KP Government for documentation and utilization of development funds. KPCSW will utilize this learning for the revision of women related laws and policies in KP.

Trainings on Gender Mainstreaming and Communication Skills for DSWOs

WEPP-KP conducted two 2-days Training on Gender Mainstreaming and Communication Skills on 31 December 2020 – 1 January 2021 and 16-17 March 2021 respectively for selected DSWOs from 11 districts of KP with an aim to orient the DSWOs on existing national and provincial gender priorities and commitments. It equipped them with an understanding of the present gender priorities and also enhance knowledge on relevant KP laws and on the role of DCSW.   (See Table 17 for training participants). Topics regarding the core issues of gender faced by women in Khyber Pakhtunkhwa and its solution, KPCSW mandate and role of DCSWs, key areas of cooperation and partnership by SW, SE & WED regarding the resolution of women related issues through advocacy and reviewing the new and existing pro-women laws in Khyber Pakhtunkhwa, Gender Mainstreaming and communication skills were covered. Participants have been informed regarding the gender responsive communication skills needed in personal and professional life. They have also been informed about the gender issues and their solution in Khyber Pakhtunkhwa. Representatives from KPCSW discussed the role of KPCSW and DCSWs. Legal Expert from Law Department discussed the Compendium of Laws, legal procedures, and status of current Bills and Acts regarding women in KP Assembly.

International Women’s Day 2021 Events

The project in collaboration with SW, SE & WED and KPCSW arranged three events for celebrating International Women’s Day 2021 in SW, SE & WED in Mardan, SW, SE & WED in Charsadda and with WPC & KPCSW in Swabi in March 2021. The purpose of these events was to raise awareness regarding women related laws and rights in Khyber Pakhtunkhwa and the services available for women in case of GBV issues. Moreover, DCSWs networking was also developed with DSWO. They have also been sensitized regarding the roles and responsibilities of KPCSW and DCSW. Women MPAs extensively participated in these events and addressed the community women. Women MPAs highlighted the recently passed Act on Domestic Violence Act 2021 in KP Assembly. Events on International Women’s Day received massive electronic and social media coverage.
