Annual Project Planning and Reflection Workshop

0n 13th April 2021, WEPP-KP arranged a project planning meeting for the project year 2021-22 and reflection of project years 2019-21 with its partners; SW, SE & WED, KPCSW and SP&GM Section of P&DD-KP. Secretary SW, SE & WED Mr. Zulfiqar Ali Shah, Secretary KPCSW Ms. Farzana Afzal, Chairperson KPCSW Dr. Riffat Sardar, Chief  SP&GM Section P&DD-KP Ms. Fazeelat Jehan, KPCSW Staff Members, WEPP-KP Team Members and Consultants for Workshop VTT Global attended the event.

MOU Signing Between WPC and KPCSW

WEPP-KP playing its role in strengthening its partnership and cooperation with women-related Government Departments for women empowerment and political participation of women in KP. Being working for women empowerment in KP, KPCSW needs to work in collaboration with WPC for identification and convenience in the revision of pro-women laws in KP. WEPP-KP on the request of KPCSW arranged a 2-days coordination workshop in October 2020 between WPC and KPCSW for their experience sharing and searching for areas of cooperation. In the same workshop, both agreed to sign an MOU for strengthening the partnership and cooperation. On 12th April 2021, WEPP-KP arranged an event for MOU signing between WPC and KPCSW. It will be very helpful for KPCSW for the revision and identification of pro-women laws in KP. The event receives massive print media coverage.

KPCSW Board Members Meeting

Board Members of KPCSW have been notified in March 2021. This notification was very important for WEPP-KP’s expansion of partnership for women empowerment and political participation in KP with KPCSW. On 1st April 2021, WEPP-KP arranged meeting among newly notified board members of KPCSW with the Chairperson, Secretary and Staff Members of KPCSW. It was the first official meeting between them and it was very helpful for their upcoming coordination and cooperation for KPCSW supported activities with WEPP-KP and other partners.

Training on Gender Responsive Provincial Development Funds, Processes and Documentation

KPCSW requested WEPP-KP to support the participation of KPCSW Staff Members in the 2-days Training on Gender Responsive Provincial Development Funds, Processes and Documentation on 22-23 March 2021. The event was organized by Shirkat gah NGO. As the subject of training was according to the mandate of both KPCSW and WEPP-KP, so project supported the participation of KPCSW staff members in the training. Topics covered in the training were regarding UN resolutions, SDGs, CEDAW, KP development funds and priorities and KP processes of documentation. 13 MPAs including KP Deputy Speaker and WPC Members attended the training. It will help KPCSW staff members in understanding the procedures and priorities of the KP Government for documentation and utilization of development funds. KPCSW will utilize this learning for the revision of women related laws and policies in KP.

Trainings on Gender Mainstreaming and Communication Skills for DSWOs

WEPP-KP conducted two 2-days Training on Gender Mainstreaming and Communication Skills on 31 December 2020 – 1 January 2021 and 16-17 March 2021 respectively for selected DSWOs from 11 districts of KP with an aim to orient the DSWOs on existing national and provincial gender priorities and commitments. It equipped them with an understanding of the present gender priorities and also enhance knowledge on relevant KP laws and on the role of DCSW.   (See Table 17 for training participants). Topics regarding the core issues of gender faced by women in Khyber Pakhtunkhwa and its solution, KPCSW mandate and role of DCSWs, key areas of cooperation and partnership by SW, SE & WED regarding the resolution of women related issues through advocacy and reviewing the new and existing pro-women laws in Khyber Pakhtunkhwa, Gender Mainstreaming and communication skills were covered. Participants have been informed regarding the gender responsive communication skills needed in personal and professional life. They have also been informed about the gender issues and their solution in Khyber Pakhtunkhwa. Representatives from KPCSW discussed the role of KPCSW and DCSWs. Legal Expert from Law Department discussed the Compendium of Laws, legal procedures, and status of current Bills and Acts regarding women in KP Assembly.

International Women’s Day 2021 Events

The project in collaboration with SW, SE & WED and KPCSW arranged three events for celebrating International Women’s Day 2021 in SW, SE & WED in Mardan, SW, SE & WED in Charsadda and with WPC & KPCSW in Swabi in March 2021. The purpose of these events was to raise awareness regarding women related laws and rights in Khyber Pakhtunkhwa and the services available for women in case of GBV issues. Moreover, DCSWs networking was also developed with DSWO. They have also been sensitized regarding the roles and responsibilities of KPCSW and DCSW. Women MPAs extensively participated in these events and addressed the community women. Women MPAs highlighted the recently passed Act on Domestic Violence Act 2021 in KP Assembly. Events on International Women’s Day received massive electronic and social media coverage.

WEPP-KP’s Activities Background with LGS, LCB of the GoKP

Local Governance School (LGS) functions under the Local Council Board (LCB) of the Government of Khyber Pakhtunkhwa (GoKP). LGS provides pre-post promotion and other capacity-building trainings to the employees of the LCB including Town Municipal Administrations (TMAs). Capacity building on Gender Mainstreaming of the LCB being associated directly with the community people including women was very important, so Women’s Empowerment & Political Participation project in Khyber Pakhtunkhwa (WEPP-KP) provided technical support to the LGS in developing their website for communication and uploading of learning materials, an online training platform for COVID-19 and women of far-off places and arranged Training of Trainers (TOT) on Gender Mainstreaming (GM) in September 2020.

Beneficiary Introduction

Ms. Zulhajja Ilyas is a Town Officer Regulations (TOR) in Town II, Town Municipal Administration (TMA), Peshawar. She is working in a leading role in TMA and is responsible to check whether the local population and businesses are following the government laws or not and imposed fine on them in case of non-compliance with laws. She joined as the first women officer in a leading role in Town II, TMA Peshawar, so she experienced irrational attitude from her male colleagues in the beginning period of her posting. She is an employee of TMA has been nominated by LGS for TOT on GM supported by WEPP-KP. As per the action plan prepared at the end of TOT, each Master Trainer had to deliver a one-day session on GM in their respective TMA or office to its staff and officers. She shared the below-mentioned impact of the TOT and the session she delivered as Master Trainer with WEPP-KP:

“I am blessed that WEPP-KP and Government of Canada have provided me an opportunity to attend three days TOT on Gender Mainstreaming at Local Governance School, Peshawar”.

I joined Town II, TMA Peshawar as the first women officer in the leading role. The office was entirely male-dominated and I faced multiple challenges in the form of an irrational attitude of male colleagues. Very soon I analyzed that the problem with male colleagues was; they didn’t know how to deal with a woman colleague and how to obey a woman’s orders in the office. I didn’t have the confidence and skills on how to deal with the issue and create a women-friendly working environment. I was more conscious of the issue since I was foreseeing more women joining the office. So, I always dreamed of creating women working-friendly environment.

I am very thankful to WEPP-KP that they trained and involved me as the Master Trainer on Gender Mainstreaming. My knowledge and skills were enhanced on gender mainstreaming tools, Pakistani Laws for women protection, Protection of Women against Harassment Act at Workplace act. Training boosted up my confidence level by involving me in group presentations and I felt more vocal, confident and central part of the office. Furthermore, I was assigned to conduct the one-day session on gender mainstreaming as the Master Trainer in my own office. Even though I faced a lot of hard responses from my male colleagues during the session but ultimately the conducting of the session was worth it and I feel that their attitude changed positively after that session and now I am confident to lead more women to work in the government offices.”

WEPP-KP’s Activities Background with SP&GM Section, P&DD-KP

The Planning and Development Department (P&DD) is the parent department of the Government of Khyber Pakhtunkhwa (GoKP) for leading all the development projects working under GoKP. P&DD has recently established Social Protection & Gender Mainstreaming (SP&GM) section in its department for incorporating gender and screening the development projects from the gender and social protection lens. Women’s Empowerment & Political Participation project in Khyber Pakhtunkhwa (WEPP-KP) with the financial support of the Government of Canada is working for women empowerment and its political participation in Khyber Pakhtunkhwa since 2019, partnered with the SP&GM section of the P&DD in 2020 for providing technical support to the Section in the form of capacity building trainings on multiple gender related themes and also in designing of its 5-Year Strategic Plan, Communication Plan and Public Relationing Toolkit for streamlining its activities and initiatives for next five year and improve the outreach of its initiatives within the community and government departments. In this regard, WEPP-KP trained the officials of the SP&GM section on Gender Responsive Leadership, Management and Communication Skills in December 2020. Designing of 5-Years Strategic, Communication Plan and Public Relationing Toolkit is also in progress.

“I was sitting on my office table alone with a Piece of Paper in front, glancing at it with deep thoughts”. WEPP-KP team enters the office for congratulating me on the establishment of the SP&GM section and my appointment as Chief of the Section. I shared my teaching with the WEPP-KP team regarding moving forward effectively, efficiently and sustainably with limited resources for guidance. They discussed the Section’s Terms of References (TORs) in detail and guided me where can I approach resource hunting.”

“I along with other women Chiefs and Assistant Chiefs of the P&DD-KP was invited for the training on gender-responsive leadership, management and communication skills on 15-17 December 2020 arranged by WEPP-KP. In response to the learning, I got from the training and being the chief of the SP&GM Section, now I am now leading the Section more efficiently in designing the 5-Year Strategic Plan, Communication Strategy, and Public Relationing Toolkit with the support of WEPP-KP. These three milestones are building blocks for the gender section and they will play a key role in mainstreaming gender in all government departments of Khyber Pakhtunkhwa as P&DD is the parent department leading all the development project working under Government of Khyber Pakhtunkhwa.
