Alignment with Government Policies
At the national level, Women Empowerment & Political Participation in Khyber Pakhtunkhwa (WEPP-KP) project is aligned with the 2010 decentralization of responsibilities under Pakistan’s 18th constitutional amendment, and with the first pillar of the Pakistan Vision 2025 Putting People First: Developing Human and Social Capital, which aims to create an enabling environment for the development of women’s full potential, and to integrate the most vulnerable and marginalized segments of society. It also aligns with a key recommendation of the 2016 joint UN Women / National Commission on the Status of Women (NCSW) status report: Women’s Economic Participation and Empowerment in Pakistan to strengthen women’s agency by building their social capital, leadership, and decision-making status and by developing initiatives that address social norms hindering women’s participation in economic, social and political spheres. One of the top priorities in the strategic plan of the NCSW is to work with lawmakers, parliamentarians and other decision makers for the promotion of laws and regulations aimed at empowering women in the social, economic and political spheres. At the provincial level, the project is anchored in the mandate of the KPCSW, the main objective of which is to oversee the implementation of laws, policies and programs related to women and propose new measures where gaps exist. It is also aligned with the GoKP’s 2017 Women Empowerment Policy, developed jointly by Social Welfare, Special Education, Women Empowerment department and Khyber Pakhtunkhwa Commission on Status of Women which, among other objectives, encourages women’s equal participation in all political processes.
